Assam's BJP-led government is shaking things up with a new fiscal plan targeting environmental harm. Finance Minister Jayanta Mallabaruah rolled out the budget on July 10,2026, introducing a 'green cess' to tackle pollution.
Industries like stone crushers,coke-based operations,brick kilns,second-hand vehicle transfers,and groundwater extraction are in the crosshairs. Mallabaruah says polluters should help fix what they break.
Money from this green cess will fuel projects like afforestation,pollution control,biodiversity efforts,climate adaptation,and green energy promotion. Assam aims to boost its ecological resilience and push for sustainable growth.
They're also launching a drone project to drop seed balls in tough-to-reach forest spots and along rivers. eco-friendly move that could really up Assam's green game, Mallabaruah says.
Plus, Assam wants to be power-surplus state, inspired by Arunachal Pradesh's hydropower success. The budget pitches Assam as a future green energy hub in Northeast .
On cultural front,the budget plans to spotlight Assamese cuisine across India. Mallabaruah announced support for entrepreneurs to open authentic Assamese food spots with unified branding .
Tourism gets a nod too,with an Assam tea and golf trail combining tea heritage with golf courses. The state has three championship courses and others nestled in tea estates.
Big healthcare news: Assam will be first in India to offer proton beam therapy for advanced cancer,investing ₹550 crore. Chief Minister Himanta Biswa Sarma calls it a major healthcare leap.
Financially, Assam's budget has tripled in a decade,hitting ₹2,00,782 crore. Mallabaruah noted budget use improved from 58% to 85%.
With West Asia crisis hiking prices,lentils and sugar distributions resume under the National Food Security Act in August. Also,the Jibon Prerana scheme will pay ₹2,500 monthly to 48,366 job-seeking graduates starting September. Support for 621 Udasin Bhakats, celibate monks, will also return at ₹1,500 a month.
The Guwahati Tea Auction Buyers’ Association is on board with a ₹3 per kilogram export subsidy for premium Assam CTC tea, boosting the tea sector.
