As the U. S. confronts this new trade route, a U. S.-China Economic and Security Review Commission report highlights Russia's growing reliance on China since its Ukraine isolation. This shift gives China leverage in the Arctic, traditionally a key area for Russian sovereignty and security.

A White House official stressed the Arctic's importance to U. S. national security, saying, "The Arctic is a critical region for U. S. national security and the economy." The U. S. plans to protect its interests amid rising competition from China and Russia.

Chinese state-owned enterprises now own 20% of the Arctic LNG 2 project, sanctioned by the U. S. and EU. China and Russia are also collaborating on year-round shipping along the Northern Sea Route and have set up a joint venture to make ice-class container vessels, with the first expected by 2027.

The Pentagon's 2024 Arctic Strategy notes changing climate conditions improving access. It flags China's "Polar Silk Road" as a factor that could change Arctic stability and security.

For China, the Northern Sea Route offers an alternative to traditional routes with choke points like the Strait of Malacca and the Suez Canal. Chang emphasized this route's importance to China’s trade strategy, bypassing these critical junctures.

But China's relationship with Russia is increasingly one-sided, with Moscow heavily relying on Beijing economically. The report says China buys about half of Russia's crude oil exports, while Russian crude is just a small part of China's imports. Since the Ukraine invasion, China has spent about $372 billion on Russian fossil fuels, deepening this dependency.

Recent reports say Russia is boosting its Arctic operations, sending seven crude shipments totaling around 6 million barrels to Asia through the Northern Sea Route this season. China is the main destination, indicating a stronger economic partnership.

As U. S. worries grow over China-Russia cooperation, the Bering Strait becomes a strategic weak spot. Chang noted that the strait, separating Russia from Alaska, could be a critical leverage point for the U. S. in the Arctic.

Military ties between China and Russia are also growing. A fact sheet shows they conducted at least 119 joint military exercises by April 2026. In July, their joint naval operations included various military activities, and Chinese bombers entered the Alaskan Air Defense Identification Zone for the first time in a 2024 patrol.

Chang warned against ignoring the Arctic, arguing that China's and Russia's growing presence requires a U. S. response. He said, "Whether we think the Arctic is strategic or not, the Chinese and Russians are there in force. We have to be there too."

As global dynamics shift, China's Arctic ambitions and its deepening ties with Russia will likely keep challenging U. S. interests in the region.
