Kerala's Agriculture Minister,T. Siddique,blames the mudslide on shoddy construction,citing careless soil stacking. He slammed contractors for ignoring warnings from the District Disaster Management Authority about the dangers of piling earth. "This isn't natural; it's man-made," Siddique declared, pointing fingers at negligent officials .
