South Korea is set to embark on an ambitious economic journey with its largest budget to date, aiming to significantly enhance its artificial intelligence capabilities. On Monday, President Lee Jae Myung announced a 12.8% increase in the national budget for 2027, bringing it to 820.9 trillion won ($610.14 billion). A substantial portion, 21.3 trillion won, is earmarked for semiconductors, physical AI, and AI data centers, marking nearly a twofold increase from the previous year.
President Lee emphasized the importance of AI in driving future growth, pledging 4.7 trillion won to develop a sovereign AI model with what he described as the "world's highest performance." This initiative is part of a broader strategy to invest in talent, with plans to train 2,000 specialists in semiconductor design and bolster AI education for students, job seekers, and current workers. The government has also established university "contract departments" that offer company-linked degrees, providing students with pathways to employment at major firms like Samsung Electronics and SK Hynix.
The budget announcement comes amid optimistic economic forecasts. The International Monetary Fund projects South Korea's economy to grow by 3.3% in 2026, the fastest pace since the post-pandemic recovery in 2021. Despite the increased spending, President Lee assured that there would be "virtually no net increase in government debt, " as new bonds would be issued to repay existing debt.
Defense and Trade Developments
Defense and social security are also key areas of focus in the new budget. Defense spending is set to rise by 8.2% to 73.3 trillion won, with plans to transform the military into a "smart, elite, and powerful" force through the integration of AI, robots, and drones. This aligns with South Korea's broader strategy to leverage technology for national security.
On the trade front, South Korea's economy has been buoyed by a surge in semiconductor exports, driven by the global demand for computing power amid the AI boom. President Lee expressed confidence that South Korea is on track to achieve $1 trillion in annual exports, highlighting the strong performance of key industries, particularly semiconductors. This economic momentum underscores the significance of the new budget in positioning South Korea as a leader in AI and technology-driven growth.
