The Tamil Nadu government is set to launch an online registration system for specific documents on August 17, 2026, as part of its ‘Anywhere Registration’ initiative. This announcement was made by the Minister for Commercial Taxes and Registration, D. Logesh Tamilselvan,during a press briefing in Chennai on July 7 .
The new system will allow the online registration of the first sale of plots by promoters and first sale of flats by builders,along with consecutive deposit of title deeds. This initiative is a key component of the Simplified and Transparent Administration of Registration (STAR) 3.0 program, which aims to enhance existing STAR 2.0 framework through advanced technologies.
Once a document is submitted and approved by a sub-registrar,users will be able to download digitally signed document To facilitate this process, users will need to create login credentials on the Registration Department's website. The Minister emphasized that a UIDAI-approved L1 fingerprint scanner,an iris scanner, and a webcam will be necessary for online registration.
In event that a sub-registrar raises questions regarding submitted documents,users will have a 30-day window to respond online. After this period,registration will proceed based on the validation of documents. This streamlined process is expected to reduce time and effort involved in property registration.
The government has already initiated capacity-building programs for various stakeholders,including bankers,non-banking financial companies (NBFCs), document writers,and representatives from the Confederation of Real Estate Developers' Associations of India (CREDAI). These sessions were held on June 10 and 12 to prepare participants for new system.
To further support the public,the Registration Department will introduce a toll-free number for lodging grievances,ensuring that issues are addressed promptly. Minister Tamilselvan stated that the department aims to generate ₹31,000 crore in revenue this fiscal year.
In a recent review meeting on July 6,Chief Minister C . Joseph Vijay instructed that public convenience must be prioritized at sub-registrar offices. Following this directive, 259 sub-registrars have been transferred and appointed to enhance service delivery. The Minister assured that efforts are underway to fill any existing vacancies swiftly .
He also urged the public to engage directly with sub-registrars and Registration Department officials for any inquiries, advising against reliance on intermediaries . This push for transparency and efficiency in the registration process reflects government's commitment to improving public services .
