Bihar's history of political change ties back to pre-independence movements on agrarian reform and caste equality. “Roti aur izzat” (bread and dignity) reflected public hopes. Post-independence, ending Zamindari tenure let backward castes like Yadavs and Kurmis gain land, shaping a political identity that still sways elections.

But those political wins haven't broken old agrarian structures causing inequality. Focus on reservations overshadowed deeper reforms, leaving land issues unresolved. Wealthy backward caste elites dominate politics, worsening economic gaps. By 2020,Bihar election candidates' average assets were ₹4-6 crore, dwarfing rural household wealth .

Education gaps show Bihar's struggles. Literacy in India is 80.9%, Bihar trails at 74.3%, with a gender gap. In villages like Katkuian and Nayanagar, literacy rose from 2012 to 2018 but stayed below national levels . Katkuian's literacy for those over seven went from 60% to 79%,female literacy from 46.7% to 67%. Yet Dalit educational levels remain low.

Asset data from these villages show sharp disparities. In Katkuian, 50% were landless in 2012, and it got worse by 2018. Nayanagar had higher literacy but severe land ownership gaps,with few controlling 95% of farmland. Basic amenities like electricity and sanitation improved since 2012 but remain poor.

Baksi and Pandey conclude political ideologies widened representation but didn't bring economic or social change. Land rights and labor equity struggles stay out of mainstream politics. This gap between political power and real progress demands reevaluating social justice in Bihar .

Kerala, by contrast, models effective land policy. Equitable land distribution there led to better education, infrastructure, and living standards. It shows symbolic inclusion like reservations must be paired with material change.

In Bihar, where land is key, political representation isn't enough . Breaking agrarian structures is urgent for real development. Without tackling these core issues, social justice risks being just a dream.
