The construction of the Kochi Corporation's new headquarters has faced significant criticism due to prolonged delays and soaring costs, as highlighted in the latest report from the Comptroller and Auditor General (CAG) covering local bodies from 2020-21 to 2022-23. Initially awarded at ₹18.83 crore, the project’s budget ballooned to approximately ₹61 crore by time it was inaugurated on October 21, 2025,after nearly two decades of setbacks.
Originally sanctioned in July 2006,the project was expected to be completed within 20 months. However, construction came to a halt in April 2008 due to disputes arising from numerous changes to the approved estimates made by the Corporation. During this period, the contractor received ₹6.10 crore before the Corporation Council opted to terminate the contract, citing the contractor's failure to meet obligations.
Despite this decision, the Kerala High Court intervened following a petition from the contractor,leading to re-award of the contract in May 2015. The revised estimate for the remaining work was set at ₹18.70 crore. Yet, further modifications and additions in July 2018 pushed the estimate up to ₹24.71 crore. By December 2024,the project had consumed ₹25.70 crore, but the headquarters remained unfinished.
During a joint verification in December, audit officials discovered significant waterlogging—up to 1.5 feet—in the basement,despite prior instructions to address seepage issues. report criticized the slow pace of work, frequent revisions of estimates,and insufficient funding as key factors contributing to the project’s cost overruns and delays. The government claimed in November 2024 that the building was nearing completion,with a projected finish date of January 2025. However, CAG report noted absence of explanations for the extensive delays, which have persisted for 17 years.
As the Kochi Corporation strives to finalize the headquarters,the ongoing issues raise questions about project management and accountability within local governance. The CAG's findings serve as a stark reminder of the challenges faced in public infrastructure projects, where mismanagement can lead to significant financial and operational setbacks.
