Tamil Nadu's State Public Sector Undertakings (SPSUs) are in deep financial trouble, according to a White Paper on state's public finances. With 78 SPSUs employing roughly 2.55 lakh people,report shows rising losses, projecting major undertakings' debt to hit ₹3.18 lakh crore by March 31, 2026.
These enterprises chronically underperform, mainly because they can't effectively recover operational costs. Long-standing government policy has kept user or service charges from rising . So,they can't generate surplus revenue for capital investments or maintenance. Debt and losses keep climbing.
The power sector's seen major changes over 16 years. Tamil Nadu Electricity Board (TNEB), once vertically integrated, split into Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) and Tamil Nadu Transmission Corporation Limited (TANTRANSCO) in 2010. By 2024,TANGEDCO divided into three: Tamil Nadu Power Generation Corporation Limited (TNPGCL), Tamil Nadu Power Distribution Corporation Limited (TNPDCL), and Tamil Nadu Green Energy Corporation Limited (TNGECL),handling renewable energy .
Free electricity policy hit TNPDCL's fiscal autonomy hard,now heavily reliant on state financial support. Initially for farmers,policy expanded to include other groups like powerlooms, domestic users. Tariff adjustments rarely happen . Domestic consumers saw only two hikes in last decade: 2014 and 2022,after stakeholder talks.
Though government absorbed tariff hikes in 2024 and 2025, distribution companies' financial health stays shaky. Recent tariff hike in 2022-23 helped,but biggest boost came from Union government bailout in 2020-21. That was key to stabilizing operations.
The gap between Average Cost of Supply (ACS) and Average Revenue Realised (ARR) is narrowing,but challenges persist. About 70 lakh more domestic consumers over decade strain resources . Costly power purchases, materials procurement add financial pressure.
Need for fiscal prudence in TNPDCL's operations is clear. Financial challenges demand strategic policy reevaluation on tariffs, operational costs. Without decisive action, future of Tamil Nadu's power sector… uncertain . What will happen next?
