Saar posted on X, saying Hamas wants to create a "Hezbollah model" in Gaza — technocrats manage services,while Hamas keeps military clout.

The announcement also involved Mohammad Al-Farra's resignation. As head of Government Emergency Committee, he led government follow-up. His stepping down aims to show current government's commitment to power transfer. Gaza government says only technical staff remain,ready to work with NCAG.
