In Karnataka,lack of regular recruitment in state government is stalling effective governance, says Gaurav Gupta, Additional Chief Secretary of Energy Department. At National Electrical Safety Week inauguration,Gupta slammed Karnataka Public Service Commission (KPSC) for not tackling this.

Gupta stressed need for yearly recruitment of Gazetted Probationers. Departments with 2,000 staff should add 40 to 60 new recruits annually,he suggested. Infrequent hiring,like once a decade,crimps department operations.

Chief Minister D.K. Shivakumar has tasked Gupta and another top bureaucrat to manage recruitment across government sectors. Gupta is handling 34 departments,seeking nod for filling board and corporation vacancies. He noted stagnation in private job growth,unlike IT boom of '90s and '00s. Under Shivakumar,he hopes to prioritize filling government slots.

Gupta announced Escoms and other distribution companies in Energy Department will contribute ₹1 lakh each to boost electrical safety awareness.
