Bihar cabinet gave green light to Bihar State Teacher Transfer, Rules 2026 on Wednesday . Over 5.5 lakh teachers,head teachers,principals across primary to higher secondary schools can now transfer. Decision made in meeting led by Chief Minister Samrat Choudhary. Aim: structured,equitable transfer process for educational staff.
Arvind Kumar Chaudhary, Additional Chief Secretary of Cabinet Secretariat Department,said new rules will use portal-based system for transfers. Framework considers health issues,disabilities,family circumstances. Female teachers can transfer from home panchayat to nearby one within same block. Male teachers can move to adjacent blocks,not their home block.
Rules also address staff shortages,reassigning teachers to improve teacher-student ratio.
Cabinet meeting made 47 decisions total . Among them,appointment of retired Justice Vinod Kumar Sinha to lead Judicial Inquiry Commission into June 17 encounter of Bharat Bhushan Tiwari . Incident happened in Bilauti village,under Shahpur police station in Bhojpur district.
Cabinet approved establishment of five new private universities across districts. Institutions include Shanza University in Madhubani, V.V. Giri University in Siwan,S.A. University in Nawada,Himalaya University in Patna,Seetyog University in Aurangabad. These universities aim to boost higher education opportunities,lift state's Gross Enrolment Ratio (GER).
Cabinet also approved a major financial move — MoU with Housing and Urban Development Corporation (HUDCO) for ₹1,00,000 crore long-term loan. Funds will support greenfield satellite townships in Bihar,aid systematic urban growth.
As part of urban strategy,cabinet picked Dehri in Rohtas district for 12th greenfield satellite township. Plan: promote organized urban planning .
MoU also sanctioned between Archaeological Survey of India (ASI) and Directorate of Archaeology in Patna for restoring national heritage sites. Bihar now third state to team up with ASI for such efforts, aiming to boost tourism,preserve monuments.
Cabinet set up Bihar State Rural Employment Guarantee Council to advise government on VB G RAM G scheme implementation. ₹47.76 crore sanctioned for third-party safety audit of bridges, showing commitment to infrastructure safety .
